Libraries are used to group your images. You can create a single library to store the DICOM tag values of all your images, or you can create separate libraries for different image categories. For e.g. you may create one library to store MR images, another library to store CT images etc.
DICOM Search creates a database of tag values for each library. When you search for images matching specific tag values, you search by individual library.
